Not meaning to take this phrase out of its stimulus context, common usage of the term 'Shovel Ready' implies manual labor jobs. Expediency to funnel the unemployed under a single umbrella is tactless and elitist. Few college graduates and women are aided by current hard hat and lunch-box commercials.
Tax credits to hire veterans and the long-term unemployed were somewhat responsive but mainly got lukewarm reception by the 'job creators.' The tuition-aided retraining process and other hit-and-miss attempts at specific targets also fell short of expectations.
Businesses terminated millions of jobs and do not want the hassle of hiring people back. They are doing just fine in people-less industries. As President, you are due for a couple of base hits but I don't see a home run with the policies you presently promote.
